Regulations of the Committee

Chapter 1 General Principles
Cooperation Committee of Animal Welfare，
Article 1 Name: The International Cooperation Committee of Animal Welfare. Abbreviation: ICCAW
Article 2 Nature: A professional non-profit social organization constituted by willing enterprises, research institutes and community organizations that have certain scale and support the application of animal welfare in breeding, production, processing, procurement, investment,etc.
Article 3 Purpose: To introduce and propagandize the policy, achievements and experience in terms of farm animal welfare protection; to promote the international exchange of experience and information in farm animal welfare protection and facilitate cooperation between animal welfare organizations worldwide; to establish a domestic platform for healthy breeding, production,processing, procurement and sales in order to promote the sound and rapid development of farm animal welfare undertakings with Chinese characteristics.
Article 4 The committee is affiliated to China Association for the Promotion of  International Agriculture Cooperation (CAPIAC) and follows its leadership and management.

Chapter 2 The Scope of Work
Article 6 The scope of work
1. To carry out international cooperation and exchanges in terms of farm animal welfare;
1.1 The committee has established strategic cooperation with several animal welfare organization worldwide
1.2 To promote the concept of animal welfare and healthy breeding.
1.3 To organize theory exchange activities regularly or from time to time including seminars, training courses and international forums, etc. on animal welfare;
1.4 To organize relevant enterprises to conduct field trips abroad
1.5 To jointly train professional management and technical personnel with related international organizations
2. To establish healthy breeding experimental base for farm animal welfare with Chinese characteristics, introduce foreign incentive mechanism, carry out the selection of international animal welfare award and invite related international organizations to present the award, and finally promote the sound and rapid development of Chinese farm animal welfare undertakings
3. The committee will absorb production processing, procurement and retail enterprises, felicitate the connection between animal welfare enterprises and terminal sales, establish sale platform for its members, promote support for each other and common development, and thus forming a healthy livestock industry chain including production, processing, procurement and sales.

Chapter 3  Members
Article 7
The members of the committee is composed of group members, unit members and individual members. The committee accepts farming enterprises, production and processing enterprises, commercial retail enterprises, catering enterprises, scientific research institutes and community organizations that support the welfare of animals.
1. The qualification for group membership
A group member shall have more than 10 enterprises and have the capacity to carry out related activities independently.
2. The qualification for unit membership
A unit member shall have independent legal personality. It shall be related enterprises, public institutions, scientific research institutions, social organizations,etc that work on animal production, processing, breeding, distribution, trade, investment, research, etc.
3. The qualification for individual membership
An individual member shall work in scientific research institutes, colleges or universities, or be engaged in fields including production, processing, distribution, trade and investment business, etc. that involves animal welfare. 
Article 8 The procedure for membership and withdrawal of membership
1. The application for membership:
1.1 Submit an application for membership
1.2 Pass after review and discussion by the Executive Committee
1.3 The Secretariat will issue a membership card and a plaque. The member of this committee will also be a member of China Association for the Promotion of International Agricultural Cooperation.
2. The withdrawal of membership
2.1 The withdrawal application must be submitted to the committee in written form in advance and return the membership card and plaque.
2.2 If a member has seriously violated the regulations of the committee , the council will vote to remove its membership, and the official website will display the announcement.
Article 9 The Entitlements of Members
1. Members have the right to vote and to be elected
2. Members have priority to participating in the seminar and field trips abroad organized by the committee
3. Members have priority to the public welfare funding for improving the farm animal welfare
4. The committee will set up a member zone on ICCAW website and provide free publicity for its members. Also, the committee will give discount for its members to provide publicity and promotion of their performance in the Journal of the committee.
5. If members encounter major problems or need to seek advice, the association will organize experts to help
6. Members have rights to criticize, suggest and supervise the work of the committee.
7. Members have the right to request the committee to protect their legal rights.
8. Memberships are on a voluntary basis
Article10 The Obligation of Members
1. To comply with the rules and regulations of the committee, protect the legal rights and interests of the committee, earnestly implement the resolutions of the committee, and complete the tasks entrusted by the committee
2. To protect the China Association for the Promotion of International Agricultural Cooperation and its reputation; to report to the committee about relevant situation and provide valuable information to the committee.
3. Pay membership dues by rules.

Chapter 4 The Appointment and Dismissal of Authority Organization and Person in Charge
Article 11 The highest authority of the committee is the member representative assembly. The duty of the member representative assembly includes:
1. To draw up and amend the regulations of the committee ;
2. To elect and dismiss members of the council;
3. To review the work report and financial report of the council;
4. To set and modify the standard of membership dues;
5. To decide termination of affairs;
6. To decide on other important matters.
Article 12 The member representative assembly shall be convened only if more than two thirds of members attend, and the resolution shall only be effective if approved by more than half of present members
Article 13 The member representative assembly will be held every four years. If election is in need to be brought forward or postpone due to special circumstances, the resolution shall be passed by the council, report to the committee’s professional authority CAPIAC for review and shall be approved by registration authority. However the extension shall not exceed 1 year.
Article 14 The council is the executive body of the member representative assembly. It is in charge of the representative assembly and carries out daily work when the congress is not in session
Article 15 The functions of the council
1. To execute the resolutions of the member representative assembly;
2. To elect and dismiss the president and vice president
3. To arrange and organize the member representative assembly;
4. To report to the member representative assembly about work and financial situation;
5. To decide the removal of membership;
6. To decide the amendment of regulations and submit to the member representative assembly for review;
7. To lead institutions in the committee to carry out work
Article 16 The council shall only be convened if more than two thirds of members of the council attend.The resolution shall only be effective if approved by more than two thirds of present members of the council.
Article 17 The council shall convene at least one meeting per year. Video or voice meeting could also be accepted under special circumstances.
Article18 The committee has founded an executive committee. The number of staff in the executive committee should not exceed thirds of the council. The executive committee shall be elected by the council and shall be responsible to the council
Article 19 The qualification of the president, executive president, vice president and general secretary
1. Adhere to the party's strategies, principles, policies and have high political quality
2. Have full civil capacity, good health, and can stick to daily work
3. Have never been sentenced to criminal punishment of deprivation of political rights
Article 20 The executive president of the committee shall exercise the following functions:
1. To convene and host the meetings of the council or the executive committee
2. To examine the implementation situation of the resolutions passed by the member representative assembly and the council;
3. To nominate the candidate for general secretary and submit to the council for approval
4. To study and solve the important issues, put forward by the executive committee,  that need timely decisions
Article 21 The general secretary of the committee shall exercise the following functions:
1. To preside over the daily work of the organization, to execute the resolutions of the council and organize the implementation of the annual work plan;
2. To nominate the candidate for deputy secretary and submit to the council for approval
3. To handle other daily work

Chapter 5 Assets Management and the Principles for Use
Article 22 The funding source of the committee
1. Membership dues
2. Donation
3. Government funding
4. Income from organizing events or providing service within the approved scope of business
5. Interest
6. Other legal income
Article 23 The standards for membership dues:
1. The leading unit in group members shall be regarded as vice president of the committee. The membership dues for the group will be 120000 yuan every four years.
2. To become unit members as vice presidents of the council, the membership dues will be 100000 yuan every four years.
3. To become unit members of the council, the membership dues will be 50000 every 4 years
4. To become regular unit members, the membership dues will be 10000 every 4 years
5. To become individual members, the membership dues will be 2000 every 4 years
Article 24 The funding of the committee shall be used for the business scope and development stipulated in regulations and shall not be distributed among members.
Article 25 The salary, insurance and welfare benefits of the full-time staff of the committee shall be in accordance with the relevant provisions of the state on public institutions

Chapter 6 The Procedure for Amendment of the Regulations
Article 26 Amendments to the articles of the committee shall be submitted to the member representative assembly after being voted through by the council.
Article 27 The regulations of the committee amended by the council shall be submitted to the competent authority for examination within 15 days after being approved by the member representative assembly.
Chapter 7 Appendix
Article 28 This regulations was voted through by the member representative assembly on September 13, 2013.
Article 29 The council reserves the right to the interpret the regulations
Article 30 The regulations shall come into force on the date of approval from the China Association for the Promotion of International Agricultural Cooperation.
